CITY OF DE LEON
TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT (TxCDBG)
City of De Leon will hold a public hearing at 6:00 p.m. on Monday, September 27, 2010, at the City Hall, regarding the submission of an application to the Texas Department of Rural Affairs for Texas Community Development Block Grant Program (TxCDBG) grant. The purpose of this meeting is to allow citizens an opportunity to discuss the citizen participation plan, the development of local housing and community development needs, the amount of TxCDBG funding available, all eligible TxCDBG activities, and the use of past TxCDBG funds. The City encourages citizens to participate in the development of TxCDBG applications and to make their views known at this public hearing. Citizens unable to attend this meeting may submit their views and proposals to the Mayor. Persons with disabilities that wish to attend this meeting should contact the Mayor at (245) 893-2065 to arrange for assistance. Individuals who require auxiliary aids or services for this meeting should contact Mayor at least two days before the meeting so that appropriate arrangements can be made.
NOTICE OF PUBLIC HEARING ON THE CITY OF DE LEON 2010 – 2011 BUDGET
The City of De Leon will a hold a public hearing on a proposed budget for the 2010 – 2011 fiscal year.
The Public Hearing will be held on September 23, 2010 at 6:00p.m.at the De Leon City Hall Council Chambers located at 125 S Texas, De Leon, Texas.
A summary of the 2010 – 2011 City of De Leon budget follows:
| The total amount of the proposed budget revenues: | $1,931,633.53 |
| The total amount of the proposed budget expenditures: | $1,928,913.98 |
| The total amount of surplus for the proposed budget: | $2,719.55 |
| The number of employees compensated under the proposed 2010 -2011 budget: | 18 |
| The number of employees compensated under the current 2009 – 2010 budget: | 18 |
This budget will raise more total property tax than last year’s budget by $2,358.00 (0.71%), and of that amount $2,358.00 is tax revenue to be raised from new property added to the roll this year.

| The effective tax rate for 2010 – 2011 fiscal year: | 0.635039 / $100 |
The City of De Leon is supported by utility accounts, property tax and sales tax by the territorial limits of the City of De Leon.
If approved by the city council at the public hearing, this proposed budget will take effect on October 1, 2010.
A copy of the proposed budget is available for public inspection in the City Secretary’s office at City Hall.

NOTICE OF PUBLIC HEARING ON TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
The City of De Leon will conduct a public hearing on September 23, 2010, at 6:00 pm at the De Leon City Hall, located at 125 S Texas Street, De Leon, Texas, to discuss going out for a Texas Community Development Block Grant Program application to the Texas Department of Rural Affairs for the Community Development Fund; and authorize Mayor to act as the City’s executive officer and authorized representative in all matters pertaining to the City’s Participation in the Texas Community Block Grant Program.

The City of De Leon will be accepting bids until 5:00 pm on July 16, 2010, for the following items:

On-Line Bill Pay
You can pay your Water Bill or Court Fines, ON-LINE! There is a $1.25 convenience fee for Water payments and $11.50 convenience fee for Court payments, but think how easy and convenient it will be – pay anytime, from anywhere. You can use your water account number as your ID number on the pay site. You will need the amount of your last bill to get set up.

Notice to Citizens - Disconnect Information
As a reminder, all Water Bills are due by the 10th of every month. If they are not paid by the 10th, a penalty charge is added. All accounts not paid in full by 5:00 pm on the 20th of every month will be disconnected and there will be an additional fee of $50.00 in addition to your bill. In order to have your service reinstated, you will have to pay the balance owed along with the $50.00 disconnect fee.

Emergency Siren Testing
The City of De Leon will be testing the emergency siren every 1st Monday of each month at 12:00 noon. (In cases of bad weather, the siren will not be tested, but saved for use in an actual emergency.)
